Privacy Policy
Effective date: October 12, 2026
Congress Swing Tracker ("we", "us") runs congress-swing-tracker.com, a free, independent website that tracks bills in the U.S. Congress and how likely lawmakers are to break from their party on them. This policy explains what information is involved when you use the site, and what we do with it.
The short version
- You can use the whole site without an account, and we don't ask for your name or email.
- We don't use cookies, analytics, advertising or tracking scripts.
- We don't sell or rent anyone's information.
- Donations are handled entirely by Stripe on Stripe's own checkout page. We never see your card details.
Information we don't collect
The site has no accounts, sign-ups, comment forms or newsletters. We don't use cookies, and we don't run analytics, advertising pixels, fingerprinting or similar tracking tools.
Information stored only in your browser
If you choose a light or dark theme, your choice is saved in your own browser's local storage so the site remembers it on your next visit. It never leaves your device, and you can clear it at any time through your browser settings.
Service providers that handle information when you visit
Cloudflare. The site is delivered and protected through Cloudflare. Like any web host or content delivery network, Cloudflare processes technical information about each request, such as your IP address, browser type and the page you asked for, to deliver the site and guard against abuse. Cloudflare handles this information under its own privacy policy: https://www.cloudflare.com/privacypolicy/ (external site)
Lawmaker photos. Official lawmaker portraits are loaded from the public congress-legislators image collection hosted on GitHub Pages. When a page shows a portrait, your browser requests the image from GitHub, which receives standard request information such as your IP address. See GitHub's privacy statement: https://docs.github.com/site-policy/privacy-policies/github-general-privacy-statement (external site)
Links to other sites. Bills link to their pages on Congress.gov, and other pages may link elsewhere. Those sites have their own privacy practices, which this policy doesn't cover.
Donations
If you choose to support the site, you pay on Stripe's hosted checkout page. Stripe collects your payment details and handles them under its own privacy policy: https://stripe.com/privacy (external site). Stripe shares with us your name, email address, the amount, and the payment's status. It does not share your full card number. We use this information only to keep financial records, answer questions about your payment, and meet legal and tax obligations. We don't add donors to mailing lists.
Donations support the site's upkeep. They are not tax-deductible.
If you email [email protected], Cloudflare Email Routing forwards your message to our inbox. We use your email address and message only to reply to you, and we keep them only as long as needed for that conversation and our records.
Information about members of Congress
The site publishes information about current and former members of Congress, drawn from public sources: Congress.gov, GovInfo, Voteview, the congress-legislators project, and published advocacy scorecards. This covers their official roles, public voting records, and publicly reported ratings, and is shown for public-interest and educational purposes. If you think something about a lawmaker is wrong, email us.
Children
The site is not directed to children under 13, and we don't knowingly collect personal information from children.
Visitors outside the United States
The site is operated from the United States and can be visited from anywhere. Information that Cloudflare, GitHub or Stripe processes may be handled in the United States and other countries where those providers operate.
Your choices and rights
Depending on where you live, you may have the right to ask what personal information we hold about you, and to ask us to correct or delete it. This includes residents of the European Union and United Kingdom under the GDPR, and California residents under the CCPA/CPRA. In practice, the only personal information we may hold is emails you've sent us and donation records from Stripe. To make a request, email [email protected]. We'll respond within a reasonable time, and within any period the law requires. Some donation records may have to be kept for tax and legal reasons.
Changes to this policy
If our practices change, for example if we ever add analytics, we'll update this page and change the effective date above.
